One of the many ministries of the Holy Spirit was the formation of the New Testament. This is evident in a number of Scripture passages. First, Jesus promised that the Holy Spirit would guide the believer.

However when He, the Spirit of truth has come, He will guide you into all truth (Jhn 16:13).

Jesus also promised that the Holy Spirit would give the disciples total recall of His words and deeds.

But the Helper, the Holy Spirit, whom the Father will send in My name, He will teach you all things, and bring to your remembrance all things that I said to you (Jhn 14:26).

Had Control

These are the same disciples who either wrote the New Testament or had control over which books were recognized as inspired by God. The Holy Spirit supernaturally guided their finished product. This guaranteed that the contents of the New Testament, as was true with the Old Testament, were protected by God. The Bible says,

Knowing this first, that no prophecy of Scripture is of any private interpretation, for prophecy never came by the will of man, but holy men of God spoke as they were moved by the Holy Spirit (2Pe 1:20-21).

The Bible also says:

All Scripture is given by inspiration of God, and is profitable for doctrine, for reproof, for correction, for instruction in righteousness (2Ti 3:16).

We see in Scripture that the Holy Spirit helped form the New Testament in three ways. First, Jesus promised that the Spirit would guide all believers (and the disciples specifically) into all truth. Also, the Spirit helped the apostles remember Jesus' words and the events of His life. Finally, the Spirit guided the apostles and others in determining the content of the Bible as God's authoritative Word to believers.
