After the Flood was over, the Bible says that God remembered Noah.

Then God remembered Noah, and every living thing, and all the animals that were with him in the ark. And God made a wind to pass over the earth, and the waters subsided (Gen 8:1).

God Cannot Forget

There are other passages in Scripture that emphasize that God is all-knowing—He does not learn anything new and He cannot forget that which He does know.

You know my sitting down and my rising up; You understand my thought afar off. You comprehend my path and my lying down, And are acquainted with all my ways. For there is not a word on my tongue, But behold, O LORD, You know it altogether (Psa 139:2-4).

I, the LORD, search the heart, I test the mind, Even to give every man according to his ways, According to the fruit of his doings (Jer 17:10).

If God cannot forget anything, or learn anything new, then how can He remember Noah?

Acknowledge

The word translated remember in Hebrew has a different meaning than in English. It has the idea to acknowledge. God acknowledge the fact of Noah's faithfulness. This is what is being stressed in the account—not that God suddenly remembered He had made promises to Noah.
