Hopps attended the Baptist college in Leicester, England. He pastored at Hugglescote and Ibstock, Leicestershire, then in 1856 was appointed as assistant pastor at the Church of the Saviour in Birmingham. After four years there, he served at Unitarian churches in Sheffield, Dunkinfield, Glasgow, Leicester (1876-1892), and London (1905-1909). He was also editor of the monthly Truthseeker (1863-1887), and compiled a number of hymnals.
